This provision allows HMO/PPOs, hospitals and/or clinics to forbid doctors and/or nurses from discussing reproductive options. This isn't a provision that allows doctors or nurse to choose to not provide because of gianna moral objections, rather this allows orginazation to decide FOR doctors that they must not discuss abortions. My undestanding is that Boxer forced Frist to allow an open floor debate/vote on a bill she would introduce in april that would overturn this law. However, once Bush signs the Omnibus spending bill, the gag rule becomes law. We can assume Frist will keep his word to Boxer, but even if the Senate passes the bill, there are not way to tell if the House will follow suit. Even if they do, Bush would have to sign it into law.
