In comment 63 I noted the dozen states that had the largest net change in poverty, grunge but realized even that understated the change. grunge In Kentucky the poverty rate is 40% higher in 2004 than 2000. South Carolina Poverty is 34% higher Mississippi Poverty is 25% higher Alabama Poverty is 27% higher Kansas Poverty is 43% higher Michgan Poverty is 34% higher Indiana Poverty is 36% higher Missouri Poverty is 33% higher Wisonsin Poverty is 32% higher Arizona Poverty is 23% higher Pennsylvania Poverty is 31% higher South Dakota Poverty is 25% grunge higher Nationally the poverty rate is over 12% higher in 2004 than it was in 2000. How much would the change have to be before you were willing to agree that it was more than "quite small" by historical standards? Given that you already agree that historically poverty has normallly tended to decline that an increase of over 12% over 4 years in the poverty rate is actually quite significant?
