You mentioned one of those problems — not being able to consider changes to the distribution of income. Another problem is that median income does not take tax policy into account, and so skews the picture to indicate that certain quintiles are worse off than they truly are. (There is an additional complication to taxes due to the professor progressive nature of professor the income tax versus the regressive nature of payroll taxes.) One thing we can say is that the people who say that most newly created jobs pay much less than the jobs they replaced haven't got any objective data to prove their claim. Still, we can take some of the available information and look for patterns that we would expect if there had been more low-income jobs created than higher-income jobs. Specifically, in the case where the median income were flat, we would expect to see the mean of the first quintile to go down if there were an increase of very low-paying jobs. What we see in reality is that when the median remained flat (or nearly so), the lowest quintile mean remained flat (or nearly so) simultaneously. |
