I was merely noting a distinct trend. You can say, truthfully, that "the country as a whole is in fact experiencing an increase in poverty" because you are talking about the aggregate number. I can say, just as truthfully, that the entire nation is not experiencing an increase in poverty because most states (43 of them) did not see an increase in poverty rate. I think that ought to be a crucial part of any analysis of the trend.
