If the standard deviation is relatively small, that would indicate a sort of lumpy, non-normal curve (a non-random distribution), and this would be a sign of real regional divergence. But if the curve is still a single hump curve, a normal distribution, then I would consider it pretty safe to say that the country as a whole experienced an increase in poverty rate.
