Just referring to the current report and a single year masks the overall trend. Compare the 2000 report and you see a historic reversal from years of steady improvement until 2000 to worsening after. While you say that the decline was narrow, your point of reference of a single year is narrow and IT is still a real increase in poverty, and stagnation isnt the norm against which we measure. |
